    • Effective Date: June 10, 2022

    • Chapter Number: Fifty

    • Policy Subject: Retired Peace Officer Identification Cards and Weapons Proficiency

    • Policy Purpose: To provide guidelines for issuing Identification Cards to honorably retired peace officers and qualified retired law enforcement officers, and for a Weapons Certificate of Proficiency

    • Definitions:

      • Honorably Retired Peace Officer: A former officer who previously served, not currently serving or employed as officer under Article 2.12 Code of Criminal Procedure, or any other law. Did not retire due to disciplinary action. Retired from, or ineligible to retire only from injury received during employment.
      • Qualified Retired Law Enforcement Officer: A former officer who separated from service in good standing, commissioned as a Texas Peace Officer by BCSO, and served an aggregate of 10 or more years as a commissioned peace officer.
    • Weapons Proficiency:

      • Retired officers can apply to demonstrate and qualify with a handgun via a Weapons Certificate of Proficiency Card in accordance with Texas Occupations Code Title 10, Section 1701.357
      • Retirees must have a Weapons Certificate of Proficiency to receive an Identification Card
      • The identification card must be accompanied by the weapons certificate of proficiency card
      • An application shall be submitted that meets all requirements to be issued the identification card
    • Fees: A fee of $35 is payable upon application for the Weapons Certificate of Proficiency

    • Affidavit: Retirees must complete a sworn affidavit affirming that they meet the requirements for qualification.

    • Qualification:

      • Sidearm inspection by the Firearms Proficiency Control Officer (FPCO)
      • Requirements for semi-automatic weapons
      • 100 rounds for live fire training drills
      • Additional 50 rounds successful completion of the BCSO qualification course
      • Additional attempts are possible
      • BCSO duty ammunition is not issued
    • Suspension and Revocation:

      • Possible suspension if the retiree is arrested for a Class B or higher misdemeanor or offense, and revocation for conviction of a Class B or higher offense

    • Renewal / Replacement:

      • Renewals are possible when contacting the Sheriff's Academy.
      • Procedures for replacement of cards are the same as renewal of cards.
      • $35 fee subject to identical limitations as in 50.04 (C) (1)
      • Additional proficiency training through the firearms training unit.
    • Range Firing Practice: retirees can practice shooting on Additional Proficiency Training (APT) days, and must bring their own ammunition.

    • Qualifications Scheduling: Qualifications are held Tuesdays, 1 PM – 5 PM at the County Firing Range, (210-335-6229 or [email protected]).

    • Expiration: Five years from the date of issuance

    • Retired Officer Identification Card (Requirements):

      • Full Name of Officer
      • Photograph
      • Issuing Agency (in this case, the Bexar County Sheriff's Office)
      • Signature of Sheriff
      • Title "Retired Deputy Sheriff" or "Former Reserve Deputy Sheriff"
    • Prohibitions:

      • Carries Handguns must be concealed.
      • Officers (who have a suspended Weapons certificate of proficiency) cannot carry concealed handguns under this chapter
      • Firearms may not be carried while under the influence of alcohol, illegal narcotics, or lawfully prescribed intoxicating medications, or while impaired.
      • Retirees will not display or present their Retired Officer Identification Card when openly carrying a handgun under the Texas Firearm Carry Act of 2021.
    • Reporting Requirements: When a retiree discharges a handgun outside of a firing range, they must report the incident to the BCSO no later than the close of business the following day.
