    Study Notes

    Role & Responsibilities

    • Bernalillo County Fire and Rescue (BCFR) requires all field personnel to complete valid and relevant Fire Continuing Education (FCE) training.
    • The Training Division is responsible for developing and distributing all FCE course material, including lesson plans, PowerPoints, quizzes, and tests.
    • All field personnel are responsible for completing all required or assigned training.
    • Battalion Commanders audit training participation in their region, conduct monthly regional drills, and complete monthly Officer Continuing Education (OCE).
    • Captains fulfill the responsibilities of Lieutenants at their station, ensure all members are up-to-date on training, and complete monthly OCE training.
    • Lieutenants manage and coordinate monthly Company Training/Drills (CTD), log all training into the BCFR Learning Management System (LMS), and complete monthly OCE training.
    • Engineers, Paramedics, and Firefighters are expected to participate in all departmental training. They are responsible for catching up on missed training and notifying their supervisors.
    • Engineers on the promotional list are also required to complete monthly OCE training.
    • Engineers with a BCFR Engineer's Certification must also complete monthly Engineer Continuing Education (ECE) training.
    • Floats must meet the requirements outlined for their job class and ensure all assigned training is completed. Float training is maintained by the North Commander (BAT 6).
    • All training is recorded in the department LMS using the appropriate submission form.

    Continuing Education Components

    • Company Training/Drill (CTD): Motivated by Insurance Services Office (ISO) requirements, this program provides field personnel with continuing education in fire service skills and knowledge.
      • ISO requires 192 hours per year of "company training at fire stations," which translates to a minimum of 16 hours per member per month (for maximum credit).
      • The Department or Training Division may assign more than 16 hours per month based on department needs.
    • Officer Training: ISO requires 12 hours of officer development training per officer per year.
    • Driver Training: ISO requires 12 hours of Driver (Engineer) training per engineer per year.
    • New Driver Training: Added by ISO, this category requires 60 hours for personnel training to become new drivers.
      • This category includes firefighters aiming to test for Engineer.
      • Training includes IFSAC Emergency Vehicle Driving, IFSAC Pump Operations courses, and any training during the time prior to testing for Engineer. Credit is awarded upon submission of certificates of completion and training hours into the BCFR LMS.
    • Wildland: All members are required to complete all annual wildland training as required by the department.
    • Fire Inspector: This category applies to deputy fire marshals conducting fire safety inspections. Each inspector must complete 24 hours of fire safety inspection continued education hours annually.
    • Fire Investigator: This category applies to deputy fire marshals assigned to conduct fire investigations within Bernalillo County. Each investigator must complete 40 hours of fire investigator continued education hours annually.
    • Fire and Life Safety Educator: This category applies to members assigned as fire and life safety educators. Any member assigned as a department fire and life safety educator must complete 10 hours of fire and life safety educator continued education annually.
    • Facility Training: ISO requires 18 hours per year, per member, of training done at a designated training facility.
      • The designated training facility is the Fire Academy.
      • The BCFD Training Division will coordinate the use of other designated training facilities for ISO tracking purposes.

    Continuing Education Content Requirements

    • Courses must be related to fire service concepts to count towards ISO credit. EMS CE's do not qualify.
    • Acceptable Fire Continuing Education (FCE) categories include:
      • Firefighter I & Firefighter II
      • ICS/NIMS
      • Wildland
      • Pump Operations
      • Specialty Rescue
      • Hazardous Materials
      • Auto Extrication
      • Aerial Operations
      • Departmental SOG/P&P's
      • BCFR Competencies
      • Professional Development

    Documentation

    • Company officers log training in the LMS and add all members who attend or participate.
    • Completed training submissions identify the course, instructor, and confirmation of a lesson evaluation.
      • Practical exercises required for the training are completed in the department's practical exercise software.
    • All monthly station trainings are entered as "Company Training, NFPA 1001 -- Officer Led Station Training."
    • Regional drills are entered as "Regional Drill."
    • Training is categorized for ISO tracking and reporting:
      • Company Training/Drill
      • Officer Training
      • Driver or New Driver Training
      • Hazardous Materials
      • Wildland
      • Fire Safety Inspector
      • Fire Investigator
      • Fire and Life Safety Educator
      • All other types listed (i.e. FCE) ARE NOT TO BE USED
    • Training logs are submitted via the BCFR LMS and audited by Captains and Commanders.

    Daily Application

    • Officers log training for crews performing Truck Checks, Equipment Training, or other daily "Company Training/Drill" activities.
      • This is logged for a maximum of 30 minutes (0.5 hours) each cycle.
      • Officers are encouraged to participate in Daily Truck Checks and include themselves as a "Student" on the "Daily Activities, NFPA 1500 -- Daily Apparatus- Equipment- Tool Familiarization."
    • Officers log their daily briefing under "Daily Activities, NFPA 1500 -- Officer Daily Briefing."
      • This is logged for 15 minutes from the start of the briefing until completed. This includes time in which the Officer passes on information to the crew members.

    Monthly Application

    • The 16 hours of Company Training/Drill are divided into manageable blocks:
      • A minimum of three, two-hour courses per month (totaling six hours) facilitated by the company officer.
      • Ten tool familiarization trainings per month, each being 0.5 hours (totaling five hours).
      • Officers can document four hours of physical exercise per month (maximum allowable amount per ISO).
      • The Regional Drill counts for 4 hours and is accomplished by participating in a regional training administered by the Battalion Commander and/or Captain. Any additional time spent should also be logged as Officer Led Station Training.
    • The 12 hours of Driver Training are accomplished by:
      • Engineers documenting a minimum of 1 hour per month of any engineer training done at the station.
        • This includes assigned Driver Training from the Fire Academy Training Division, driving in their district (e.g., district familiarization), or other training performed (pump operations, drafting, etc.).
        • This DOES NOT include responding to calls/emergency driving or operating a Rescue.
    • The 12 hours of Officer Training are accomplished by:
      • Assigning a minimum of one hour of Officer Training every month targeted at NFPA 1021 (ISO requirement), totaling a minimum of twelve hours per year.
      • Officer meetings (briefings) per month: 15-minute meeting x 2 = 30 minutes (0.5 hours)/month, totaling six hours per year. The 15-minute block includes a 10-minute meeting and 5-minute briefing of their crew on department information covered during the briefing.
      • Individuals not in the rank of Lieutenant, but are on the promotional list, are also required to participate in Officer Training courses.

    Regional Training Drill

    • This one-day training is worth four hours of the 16 hours required and may or may not consist of skills and concepts related to the Company Training for that month.
    • Monthly drills are credited as follows:
      • Preparation (reviewing lesson plan/reading material) = one hour per month
      • Drill = two hours per month
      • Drill follow-up/review = one hour per month.
    • See "800-006 Continuing Education Program Regional Drill" P&P for specifics.

    Evaluation

    • Training must include a form of evaluation to be valid and effective.
      • Forms of evaluation:
        • Test or Quiz
        • Skill Sheet
    • Company officers must administer the evaluation attached to every course.
    • Evaluations and testing determine how well students learned and retained the course material.
    • Tests or Quizzes may be comprised of a combination of, or exclusive to one of the following question types:
      • Multiple Choice
      • True/False
      • Matching
      • Fill in the Blank
