    Study Notes

    Electronic BF-4 (EBF-4)

    • A web-based application on the FDNY Intranet for preparing, printing, and submitting the BF-4 riding list form.
    • Must be completed and printed for each 9x6 and 6x9 tour.
    • After submission, the form is electronically sent to the Fire Department Operations Center (FDOC) for remote personnel tracking.
    • Directly linked to HRIS database, spare radio list, and Computer Assisted Dispatch System (CADS).
    • Generates various riding lists including Unit, Battalion, Division, Citywide, and incident-based.

    Access and Submission

    • Chief and Company Officers log in with last name and payroll reference number.
    • "Detail in" button allows access to members detailed in from other units.
    • A Preliminary or Final EBF-4 must be submitted at the start of each tour.

    Preliminary vs Final EBF-4

    • Preliminary: Used when awaiting further staffing; includes members awaiting relief and must be updated after each detail.
    • Final: Submitted once all members have reported for duty and are assigned riding positions; can be updated anytime during the tour.

    Membership Inclusion

    • Only members actively riding on the unit apparatus should be included in the EBF-4.
    • Members detailed to another unit for the tour should not be listed.

    Printing Guidelines

    • Print copies are required for both the officer and the apparatus.
    • Riding positions assigned a spare radio must clearly list the radio number beside the position on the EBF-4.

    Probationary Firefighters

    • Identified by a (PR) prefix before their names on the EBF-4.
    • The (PR) designation is removed when the firefighter receives tenure through a Department Order; this must not be done in advance.

    Reporting Capabilities

    • The system can generate multiple reports:
      • Incident Report (includes all responding units based on box #, incident #, and borough)
      • City Wide report (includes all chiefs)
      • Division report
      • Battalion report

    Interactive Reporting

    • Units or Battalions displayed in BLUE within reports can be clicked for more details.

    Field Comm Units Responsibilities

    • Must provide a copy of the incident-based riding list report to the command post upon arrival at the incident.
