ASHER Orders

• An ASHER Order is a formal order brief.
• It communicates directives, purpose, and intent for planning an Active Shooter/Hostile Event Response (ASHER).

Levels of Planning

• There are three levels of planning in the Regional ASHER.
• The first level is the Regional ASHER Order which issues directives.
• The Regional Order directives include a mission statement, Commander's Intent (ASHER Commissioner), and operation concept.
• Integrated planning cells use the Regional ASHER Order's guidance to develop template plans.
• Facility and Responder Templates aim to standardize the Regional ASHER.
• The templates help develop first and second response packages.
• Each facility uses these templates, filling in blanks with considerations specific to their facility.
• The Facility Template, Responder Template, and site-specific considerations combine to create a Facility Response Plan.
• The Facility Response Plan outlines a detailed plan for each site and its responder group.
• The plan is disseminated to staff and responders at each site, along with their first and second response packages.

Three Levels of ASHER Planning

• The commissioner produces a Regional Order.
• Integrated planning cells generate two template plans:
  • Facility Template
  • Responder Template
• Participating sites and their first and second response packages combine the two templates into a tailored Facility Response Plan.

ASHER Regional Order

• The highest echelon order is the Regional Order.
• Its purpose is to provide integrated planning teams with information to develop the Facility Template.
• It also assists with subordinate mission operational and tactical planning for first responders, agencies, and services.
• The Regional ASHER Commissioner (RAC) and staff develop and disseminate the ASHER Regional Order to the integrated planning cell.

Facility Template and Responder Template

• The integrated planning cell creates Facility and Responder templates from the Regional Order.
• The Facilities Group of teams, with input from mission planners, develops the Facility Template.
• After completing the Facility Template, the three subordinate mission planner groups develop the Responder Template.
• The Facility Template is a region-wide template for finalizing a Facility Response Plan at each site.
• The Responder Template is a detailed plan that includes eight subordinate missions, providing details on ASHER's execution and operational relationships.
• The Facility and Responder templates are written by the integrated planning team.
• Orders are presented by staff and representatives to leadership representatives from various facilities.
• Leadership representatives include school district leaders, healthcare company administrators, houses of worship leaders, and large community entertainment venue management.
• Leadership for regional agencies of first responders and supporting agencies attend.
• Facility organization leadership take the Facility Template to brief their subordinate facility leadership.
• Leadership of first responder, supporting, and service organizations also brief the Facility and Responder templates to their agencies.
• Both templates are used by facilities and first responders, along with supporting agencies, to customize plans into a Facility Response Plan.
• a detailed plan is disseminated to the subordinate staff, responder packages, and support organizations.

Facility Response Plan

• The two templates are merged and customized into a tailored plan for each regional participating facility.
• The templates include first and second packages of first responders, and other supporting agencies.
• The Facility Response Plan serves as the customized plan.
• It is disseminated as an order to the subordinate staff, response packages, and support organizations.
• It is a detailed execution plan specific to their facility.
