ASCONE Model

Approach: Suspect approaches the area containing goods to be stolen

Select

Suspect takes goods from shelf or stand, but not yet a crime as they may intend to purchase

Conceal

Concealment of goods may indicate intention to deprive owner of property
Unusual behavior for a shopper to conceal goods intended for purchase
Witness required, especially for minors/children (female witness preferred)

Observe

Officer must witness the act and maintain constant observation
Any break in observation could allow suspect to dispose of property and claim wrongful arrest

Non-payment

Failure to pay for goods may indicate dishonesty

Exit

Passing the last point of purchase and exiting the premises without paying indicates intention to deprive owner of goods
Leaving the store without paying may be the final act of dishonesty
