ASCONE Model
- Approach: Suspect approaches the area containing goods to be stolen
Select
- Suspect takes goods from shelf or stand, but not yet a crime as they may intend to purchase
Conceal
- Concealment of goods may indicate intention to deprive owner of property
- Unusual behavior for a shopper to conceal goods intended for purchase
- Witness required, especially for minors/children (female witness preferred)
Observe
- Officer must witness the act and maintain constant observation
- Any break in observation could allow suspect to dispose of property and claim wrongful arrest
Non-payment
- Failure to pay for goods may indicate dishonesty
Exit
- Passing the last point of purchase and exiting the premises without paying indicates intention to deprive owner of goods
- Leaving the store without paying may be the final act of dishonesty
