ASCONE Model

  • Approach: Suspect approaches the area containing goods to be stolen

Select

  • Suspect takes goods from shelf or stand, but not yet a crime as they may intend to purchase

Conceal

  • Concealment of goods may indicate intention to deprive owner of property
  • Unusual behavior for a shopper to conceal goods intended for purchase
  • Witness required, especially for minors/children (female witness preferred)

Observe

  • Officer must witness the act and maintain constant observation
  • Any break in observation could allow suspect to dispose of property and claim wrongful arrest

Non-payment

  • Failure to pay for goods may indicate dishonesty

Exit

  • Passing the last point of purchase and exiting the premises without paying indicates intention to deprive owner of goods
  • Leaving the store without paying may be the final act of dishonesty
