Commanders' Roles

BDE Commander:

- Develops guidance for operator licensing programs.

Driving Regulations
- Army Soldiers can drive off installations with a valid OF 348 or DA Form 5984-E and a state driver’s license.
- To drive on installations, a valid OF 346 is sufficient with no state driver’s license required.
- When driving outside the U.S., need a valid OF 346, a civilian state driver’s license, and must comply with host nation laws.
Selection and Training
- Driver Selection: Conducted by a Commander or authorized representative; interviews assess maturity, attitude, and abnormal characteristics.
- Phase II Equipment Training: Requires possession of an OF 346 learner's permit before operating any equipment.
- Master Driver & License Instructor: Must be certified and appointed in writing, and responsible for training and mentoring.
Road Testing
- Road Test Criteria: Passing score is 25 errors or less.
- PHASE III Evaluation: If an operator fails the PMCS, the road test is terminated, and retraining proceeds to Phase II.
- Annual Check Rides: Conducted annually for active personnel and every two years for Reserve and National Guard members.
