Study Notes

Certificate of Airworthiness Suspension

  • An aircraft's Certificate of Airworthiness is suspended if it doesn't meet operational, maintenance, modification, repair, replacement, overhaul, process, or inspection requirements.
  • Suspension also occurs if the Airworthiness Review Certificate is invalid; "lifed" components aren't replaced; mandatory modifications/inspections are overdue; unapproved repairs/modifications are done; unapproved materials/procedures/practices are used; major damage/defects affecting safety occur; or mandatory documents aren't carried onboard.

Reporting Damage or Defects

  • Operators must promptly inform the area's Airworthiness Office about major damage, defects, or any condition listed in the suspension criteria. The report must detail the damage/defect extent and cause.

Airworthiness Office Actions

  • The Regional/Sub-regional Airworthiness Office may formally suspend the Certificate of Airworthiness if safety is reasonably doubted. They'll endorse the Certificate (with a copy to the Director of Airworthiness).
  • A survey report on the damage or defect may be required. The DGCA can cancel the Certificate if it was obtained fraudulently.

Additional DGCA Requirements

  • The DGCA can mandate additional compliance before issuing/revalidating a Certificate of Airworthiness to ensure continued airworthiness and safe operations.

Certificate of Airworthiness Application Details (Appendix A)

  • The application requires owner/applicant details, manufacturer details, aircraft specifications (type, model, engines, capacity, avionics), total flight hours, and whether it's certified for aerobatic use. Aerobatic category limitations are detailed.

Special Requirements for Export (Appendix D)

  • Class I aeronautical products require an Export Certificate of Airworthiness (issued within 60 days of application).

  • Class II and III products require an Airworthiness Approval Tag.

  • Documents required for export include the relevant certificate/tag, compliance with FAR/EASA Part 21, accident/incident reports, and repair/overhaul records. Reconditioned/used/surplus parts need specific certification statements and maintenance records.

  • Maximum aircraft age for import into India is detailed in CAR Sec-2 Series F Part XX.

  • Instrument and equipment requirements depend on the type of operation (commercial air transport, general aviation, training, etc.), referencing specific CAR sections.

Fees for Certificate of Airworthiness (Appendix E)

  • Fees vary based on the aircraft's maximum take-off weight, for issuance, validation/renewal, issuance/extension of Airworthiness Review Certificate, duplicates, export certificates, amendments, and short-term Airworthiness Review Certificates. Additional fees apply for aircraft inspections (Rs. 2,50,000 or actual travel cost, whichever is higher).
