Study Notes
Nonappropriated Funds
- Nonappropriated funds are generated locally by Morale, Welfare, and Recreation (MWR) programs or supplied by regional directors and the Army Morale, Welfare, and Recreation Fund (AMWRF).
Design and Prioritization of MWR Programs
- MWR programs aim to meet the diverse needs of the garrison community, including Soldiers, retirees, civilian employees, and their families.
- Prioritization of MWR programs is based on their impact on military readiness.
Support and Objectives of MWR Programs
- MWR programs enhance combat readiness, recruitment, and retention of skilled Soldiers while also providing essential leisure activities.
- Objectives include supporting mental and physical well-being, fostering community pride, boosting Soldier morale, promoting family wellness, and mitigating challenges posed by military life.
Nonappropriated Fund Instrumentality Groups
- There are six groups of Nonappropriated Fund Instrumentality, which encompass various programs including military morale and civilian welfare initiatives.
Funding Categories of Nonappropriated Funds (NAFs)
- NAFs are categorized into three groups: mission-sustaining programs, community support programs, and revenue-generating programs.
Mission Sustaining Programs (Category A)
- These essential programs enhance the physical and mental wellness of Soldiers and are primarily funded by appropriated funds (APFs), with limited capacity for generating NAF income.
- Examples include Armed Forces Entertainment, gyms, pools, libraries, community recreation centers, and various outdoor areas.
Community Support Programs (Category B)
- These programs meet the physiological and psychological needs of Soldiers and their families, acting as a community support system.
- While they receive significant APF funding and can generate some NAF revenue, they primarily depend on APFs for sustainability. Examples include arts and crafts, automotive skills, and outdoor recreation activities.
Revenue Generating Programs (Category C)
- These programs offer social and recreational opportunities but have less impact on readiness.
- They can generate sufficient income to cover most operational costs, yet they require some APF support. Examples include amusement machines, golf courses, and military clubs.
Summary of Categories
- Category A Programs: Essential for readiness; promote soldier wellness with minimal revenue generation.
- Category B Programs: Support military mission while providing community services; can generate some income but require substantial APF support.
- Category C Programs: Focused on recreational activities; generate income for operational costs but rely on limited APF funding for sustainability.
