Study Notes
Processing of Goods Declaration under e2m and Zero Contact
- Goods declaration types include informal and formal entries, with various payment modes guided by UCP 600.
- Tags for declaration risk assessment:
- Green: Low risk; declaration proceeds to the next process.
- Yellow: Medium risk; subject to document checks.
- Orange: Medium to high risk; non-intrusive examination is applied.
- Red: High risk; involves thorough document checks and physical examination of goods.
- Blue: Tagged for post-clearance audit.
Client Profile Registration System (CPRS)
- CPRS allows logging into CCPS to retrieve filed tickets containing Goods Declaration (GD) and supporting documents.
- Proper labeling of hard copies in long brown envelopes is mandated.
- Only PDF files with a minimum resolution of 600 dpi are accepted for digital submissions.
- All hard copies are submitted to the Customer Care Center (CCC), designated as the receiving unit for ports without a CCC.
Documentation and Procedures
- Random routing of Goods Declarations occurs in specific regions (MICP, POM, NAIA) to COOs based on established guidelines.
- BOC Registration is valid for three years, with renewal requiring a submission 30 days before expiry; late submissions are treated as new applications.
- For importation, provisional Goods Declarations are also permitted.
Import and Export Clearance Procedures
- Informal Import Entry must be filed for duties and taxes computation.
- Export Declaration must be lodged for export procedures.
Small Enterprise Definition
- Classified as a government-registered firm with a minimum capitalization between PHP 3.0 million and PHP 15.0 million; with no requirement for Philexport accreditation.
CPRS Registration and Customs Broker Guidelines
- Importers must be registered with the Customs Partnerships and Regulatory System (CPRS) to process documentation.
- Customs Brokers (CBs) handle the manual accreditation and submission processes related to import regulations.
- Key parties involved include Warehouse Operators, Airport facilities, and the Bureau of Customs.
Submitting Import Documents
- After receiving e2m responses, Customs Brokers should print the Single Administrative Document (SAD) for compliance.
- The SAD must be signed under oath by the declarant before submission.
- Documents are submitted electronically through the Customer Care Portal System (CCPS).
Importer Responsibilities and Requirements
- Importers, referred to as Customs Brokers (CBs), have the ability to check their Goods Declaration (GD) status using mobile devices or PCs.
- Updated documentation processes include forwarding tickets to newly assigned Chief Operations Officers (COOs) as needed.
General Release Rules for Customs
- Non-intrusive examinations should be undertaken for importations, allowing for faster processing.
- The de minimis value declared by senders is accepted under certain conditions for customs assessments.
Assessing Import Values
- For parcel assessment involving multiple senders and recipients, each parcel's value is evaluated individually.
- Specific guidelines govern the valuation of accompanied and unaccompanied baggage as well as group check-in baggage.
- Values are assessed based on provided invoices, and combinations of multiple invoices are considered as potential circumventions of de minimis regulations.
Formal Entry System Adjustments
- Goods declarations exceeding established thresholds will necessitate relodging under the Formal Entry System due to value adjustments.
- Importers wishing to file formal entries must obtain CPRS registration through the Account Management Office (AMO).
- The District Collector assesses risk parameters and can recommend adjustments regarding duties and taxes based on total values.
Special Circumstances for Postal and Air Express Consignments
- Each scenario involving either postal consignments or air express shipments has distinct guidelines for valuation and assessment, emphasizing the importance of compliance and documentation integrity.
