Reporting to Employee Support and Community Assistance (ESCA)
- Miami-Dade Fire Rescue employees must assist individuals in need through the Elder-Links Program or community services.
- Required action includes completing an Elder-Links/Community Services Referral via the MDFR intranet or ePCR tablet.

Reporting Abuse, Neglect, or Exploitation
- Florida Statute 415 mandates immediate reporting of suspected abuse, neglect, or exploitation of children or vulnerable adults by Fire Rescue employees.
- Reports can be made to the Department of Children and Family Services (DCF) via telephone or online.
- For critical situations, contact police before DCF.
Reporting Methods to DCF
- Option 1: Call DCF Florida Abuse Hotline at 1-800-96-ABUSE (1-800-962-2873). Document the hotline counselor's name and ID for Elder-Links referral.
- Option 2: Submit an online DCF report; prepare all information beforehand. Specific links provided for reporting children or adults.
Elder-Links Referral Record Requirements
- Complete an Elder-Links Referral Record after contacting DCF. Include the DCF hotline counselor’s name and ID.
- Elder-Links referral does not fulfill Florida's mandated reporting obligation; DCF must be contacted first.
Note on Saving and Editing Records
- If interrupted while filling out an Elder-Links record, select Submit to save. Access later via MDFR intranet to edit.
- Do not fax records to DCF; it does not guarantee receipt.
Additional Information
- If immediate medical assistance is needed and access is denied, the Unit OIC must request police assistance.
- In cases of suspected criminal violations involving second-party abuse or neglect, the Unit OIC should also contact police for investigation.
- Responsibility to report incidents to DCF remains, even if law enforcement responds to the scene or transportation to a hospital occurs.
