**R.A 11650** AN ACT INSTITUTING A POLICY OF INCLUSION AND SERVICES FOR LEARNERS WITH DISABILITIES IN SUPPORT OF INCLUSIVE EDUCATION, ESTABLISHING INCLUSIVE LEARNING RESOURCE CENTERS OF LEARNERS WITH DISABILITIES IN ALL SCHOOL DISTRICTS, MUNICIPALITIES AND CITIES, PROVIDING FOR STANDARDS, APPROPRIA...
**R.A 11650** AN ACT INSTITUTING A POLICY OF INCLUSION AND SERVICES FOR LEARNERS WITH DISABILITIES IN SUPPORT OF INCLUSIVE EDUCATION, ESTABLISHING INCLUSIVE LEARNING RESOURCE CENTERS OF LEARNERS WITH DISABILITIES IN ALL SCHOOL DISTRICTS, MUNICIPALITIES AND CITIES, PROVIDING FOR STANDARDS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES. **CHILD DEVELOPMENT CENTER (CDC)** **[Child Development Center (CDCs)]** are the day care centers established in every barangay under Republic **[Act No. 6972]** or the **[\"Barangay-Level Total Development and Protection of Children Act\"]** and converted to CDCs under **[Republic Act No. 10410.]** **CHILD FIND SYSTEM (CFS)** refers to the system of identification, location, and evaluation of all learners with disabilities not more than twenty-four (24) years of age. **INCLUSIVE LEARNING RESOURCE CENTER OF LEARNERS WITH DISABILITIES (ILRC)** refers to a physical or virtual center that provides support and related services to teaching and learning. **INDIVIDUALIZED EDUCATION PLAN (IEP)** refers to the systematic, purposive, and developmental educational programming of curricular and instructional priorities and contents **Multi-year Roadmap** refers to a document that shall serve as a guide to government agencies and private stakeholders for the optimal realization of the objectives of this Act. **Instructional Materials for Learners with Disabilities** refer to textbooks in Braille, large-type, audio, digital or Filipino sigh language (FSL) materials for deaf, augmentative and alternative instructional materials for learners with development disabilities **MULTIDISCIPLINARY TEAM** refers to a group of health and allied health professionals who, through their specialized assessment, shall provide for the overall health and well-being of learners with disabilities **PARA-TEACHERS** refer to those who have taken the licensure examination for teachers but were unable to qualify **Inclusion Policy for Learners with Disabilities in Public and Private Schools** \- The policy of inclusion is hereby instituted in all early and basic education schools, both public and private. **ESTABLISHMENT OF ILRCS** \- The DepEd, in collaboration with local government units (LGUs), shall initially establish and maintain at least one (1) ILRC in all cities and municipalities: **ALTERNATIVE EDUCATIONAL PROGRAMS** refer to the programs provided to learners with disabilities who are not able to attend school due to the severity of their disabilities or other circumstances, or both. **EARLY INTERVENTION PROGRAM** refers to any form of educational program, therapy, treatment, nutritional intervention or family support designed to reduce the effects of disabilities **TRANSITION PROGRAM** \- refers to a coordinated set of courses and activities for learners with disabilities that is: \(1) designated within an outcome-oriented process \(2) based upon the individual learner\'s needs **MULTIDISCIPLINARY TEAM** -The multidisciplinary team shall prepare the IEPs of all learners with disabilities based on the team\'s assessments and diagnoses, monitor, and evaluate the implementation of the IEP The multidisciplinary team shall be composed of any or all of the following professionals and specialists, as may be necessary: \(1) Educational Psychologist; \(2) Guidance Counselor; \(3) Psychometrician; \(4) Developmental Pediatrician; \(5) Neurological Psychiatrist; \(6) Physical Therapist; **K TO 12 TRANSITION CURRICULUM PACKAGES** a. **The Care skills** package contains the fundamental competencies that will enable LWDs to perform independently and develop their potentials to the fullest. b. **The Life Skills** Package primes the learners for living independent, productive, purposeful, and fulfilling lives. c. **The** **Functional Academics** Package focuses on basic academic skills necessary for the enhancement of the learner's participation in school and in the community. d. **The** **Pre-Vocational** Package prepares and trains LWDs for livelihood, vocational training, or possible employment. e. **The Livelihood Package** entails a specialized instruction to support and provide subsistence, and identify sources of income and assistance to learners to find appropriate means of living f. **The** **Career Skills** Package is designed to assist students in learning the skills and attitudes necessary to be successful. i. **Home.** This entry point is for LWDs who have no formal school experience. ii. **School.** This entry point is for learners who have already experienced learning in the regular classroom but was eventually identified to require careful transition and assistance for any valid reason iii. **SPED Center/Classes.** This entry point is for LWDs who have shown progress and improvement as evidenced by the reports coming from their ITPs and SPED teachers. **DepEd Order No. 21, s. 2020 (Policy Guidelines on the Adoption of the K to 12 Transition Curriculum framework for LWDs)** **-** articulates the principles, features, & standards that will eatabstablish common underatastanding on the transition of LWDs in all public & private schools nationwide. **Individualized Transition Plan (ITP) -** refers to the education plan used for mapping out short term to long term outcomes from w/c annual goals & objectives are dwfineefined. **Transition curriculum program (2005 version)** \- aims to develop career awareness and works skills through school to work transition among children with mental retardation. a. **Target learners** -- children with intellectual disability who have completed the elementary level or those who are over aged for formal schooling. b. **Age of entry** -- between 14 to 21 years old with intellectual disability. c. **Level** -- non graded **DEFINITION OF TERMS** The K to 12 curriculum offers various educational opportunities that are developmentally appropriate for learners and are based on their interests, strengths, and needs. - **Transition and Skills Competencies** - **ALS Curriculum Adaptation** **DepEd Order 44, s. 2021 (Policy Guidelines on the provision of educational program and services for learners w/ disabilities in the kto12 basic education program)** **-** this policy guidelines shall provide an overall direction & guidance on the irganorganization, management, & implemenatation of appropriate programs, services, & intervention for LWDs. **THE 1987 Constitution** provide the states to protect and promote the right of all citizens to quality edicucation at all levels **RA 9155 (\"Governance of Basic Education Act of 2001)** **-** it mandate the state of (sec.2) & vests the DepEd w/ the authority, accountability, & respindibionsibility for ensuring access to, promoting equity in, & improving the quality of basic education (sec.6) **RA 10533 (Enahahanced Basic Education Act of 2013)** **-**provides the state shall create a functional basic education system that will develop productive & respinonsible citizens equipped w/ essential competencies, akillskills, & values. **2013 Batas Pambansa Blg. 232 (Education Act of 1982)** **-** it mandated the state to promote the right of every individual to relevant quality education **Presidential Decree No. 603 (\"Child and Young Welfare Code\" 1974)** **-** provisedes the right of children to an education commensurate **Convention on The Rights of the Child (1989)** \- articulates the rights of children more comprehensively & provides set of fundamental principles **The Magna Carta -** it has the duty to wstabestablish, makntaintain, & support complete, adequate & integrated system of special education **What is Trisomy 21?** -Also known as **Down syndrome**, trisomy 21 is a genetic condition caused by an extra chromosome. -Most babies inherit 23 chromosomes from each parent, for a total of 46 chromosomes. - -Babies with Down syndrome however, end up with three chromosomes at position 21, instead of the usual pair. **What is cerebral palsy?** Is a group of disorders that affect a persons ability to move or maintain balance and posture. **TYPES OF CEREBRAL PALSY** **1. SPASTIC CEREBRAL PALSY** **-**most common type of CP. -affect 80% of people with CP. -increased muscles tone. -their muscles are stiff and, as a result, their movements can be awkward. ** Spastic displegia/diparesis** **-**muscle stiffness is mainly in the legs ** Spastic hemiplegia/hemiparesis** -affects only one side of a person\'s body ** Spastic quadriplegia/quadriparesis** **-**most severe form of spastic CP and affects all four limbs **2. DYSKINETIC CEREBRAL PALSY** **-** have problems controlling the movement of their hands, arms, feet and legs making it difficult to sit and walk. **3. ATAXIC CEREBRAL PALSY** **-** have problems with balance and coordination \- unsteady when they walk \- hard time with quick movements or movements **4. MIXED CEREBRAL PALSY** **-** Some peole have symptoms of more than one type of CP -most common type of mixed CP is spastic-dyskinetic CP. **Basic learning difficulties:** 1. **Dyslexia -** Difficulty in Reading 2. **Dysgraphia -** Difficulty in Writing and Spelling 3. **Dyscalculia** - Difficulty in Counting and Calculating 4. **Dyspraxia-** Difficulty in Fine and Gross Motor skills **Causes and Factors in Learning Disabilities** 1\. Crossed eye** **12. coloboma** **TYPES OF HEARING IMPAIRMENT** - **Conductive** - **Sensorineural hearing loss** - **Mixed hearing loss** **What is Speech Impairment?** a communication disorder such as stuttering, impaired articulation, a language impairment, or a voice impairment that adversely affects a child\'s educational performance. **Causes of Speech Impairment** a. **Cleft lip and Palate** - it occurs when lip or roof of the mouth doesn't close completely during fetal development. b. **Vocal Cord Paralysis-** This condition occurs when one or both vocal cords are unable to move properly, leading to a weak, breathy, or hoarse voice. c. **Respiratory Disorders-** Conditions like asthma, chronic obstructive pulmonary disease (COPD), or neuromuscular disorders affecting breathing can impact the ability to sustain speech. **MULTIPLE PHYSICAL IMPAIRMENT** **-** Multiple physical impairments refer to a condition where an individual has two or more physical disabilities that impact their daily functioning and overall independence. **SOCIO-EMOTIONAL DISORDER -** includes illness or disease that affects a student\'s thought processing, perception of reality or judgment. **EMOTIONAL BEHAVIORAL DISORDER -** an umbrella term under w/c several distinct diagnosis (such as anxiety diaosorder, manic-depressive disorder, oppositional defiant disorder, &more) fall. ** Psychiatric Disorders -** are clinically diagnosed mental illness characterized by disturbances in thinking, mood, and behavior. **Behavioral Disabilities -** difficulties in learning, social interaction or self-care **ANXIETY ATTACK -** can occur when a person fears that something bad is going to happen. **DEPRESSION -** a common and serious medical illness that negativily affects how you feel, how you act and the way you think. **OBSESSIVE COMPULSIVE DISORDER (OCD) -** a mental & behavioral disirorder in w/c an individuals has intrusive thoughts\... **BIPOLAR DISORDER -** a mental illness that causes unusual shifts in person\'s mind, mood, energy, activity levels, &beh behaviors. **ASTHMA -** a chronic (long-term) condition that affects the airways in the lungs. **DIABETES -** a cheoronic condition that affects how the body processes blood sugar (glucose) **EPILEPSY -** a neurological condition characterized by rwcurrecurrent, unprovoked seizures **ALLERGY -** occurs when a person\'s immune system reacts to aubstasubstances in the environment that are harmless to most pweople. **Assessment -** process of gathering and discussing information per multiple and diverse source in order to develop a deep understanding of what students know\... **OBSERVATION CHECKLIST-** set of questions that evaluate the performance and behavior of teachers and students in the classroom setting. **Anecdotal Report-** informal accounts of personal experiences or observations that are collected in a non-systematic way **MULTI-FACTORED ASSESSMENT TOOL (MFAT)-** a screening tool Intended to gather Information on leamer\'s strength, needs, learning styles, and other educational concerns **5 DOMAINS OF LEARNING** 1\.
