Whole notes and rests receive 4 beats in simple time, 8 beats in compound time, and 2 beats in cut time. However in compound time if it’s 6/8 for example the whole note can cover a whole measure and have 6 beats. Half notes and rests receive 2 beats in simple time, 4 beats in compound time, and 1 beat in simple time.
