RIVERSIDE FIRE AUTHORITY FIELD OPERATING GUIDELINES LOBBY CONTROL Lobby control shall control ingress and egress, methods of ascent, monitoring the fire-alarm control panel, and ascertaining building utilities, including elevators and air-handling equipment, are in the proper mode of operation. Maintain communications with incident commander or logistics officer. RESPONSIBILITIES Maintain control of all entries and exits in the building. Provide information to members entering building, utilizing DATE. D - Direction: Which stairwell or floor to respond to. A - Assignment: Who and where to report (division 5, ventilation group). T – Tactical Channel. E - Equipment: Ensure proper PPE and equipment needs. Lobby control members should have the following information available to advise other members entering the building: 1. Reported location of fire. 2. Safety of elevators. 3. Specific means that may be used to ascend. 4. Any additional information that will be of assistance. Maintain records of members entering or exiting building and coordinate the movement of members and equipment between staging and the incident operational area. Utilize the passport/accountability system. Locate stairwell ground-floor openings. Identify and designate attack and evacuation stairwells. Maintain control of elevators and stairways. Recall elevators to the lobby and determine if safe to use. Post members to control stairways and elevators. CONTROL BUILDING UTILITIES Establish liaison with building manager and/or building engineer to ascertain status of HVAC systems, utilities, fire pumps and other mechanical systems. Shut down air-handling system, if actual fire emergency. Control power to building. Provide support for maintaining fuel levels in building's emergency generators. Assign members to fire-alarm control room.
