SOCIAL PREPARATION/ PRE-ENTRY In the community, it aims to assess the context of your organizing work before actually doing it. A worker needs some information about the characteristics of the area as well as the local groups because this will help him or her identify appropriate community- organizing interventions at various stages. Phases/Steps of Community Organization Process Two activities that are included in Social Preparation: Area Selection In social preparation, workers need to choose a specific area where the community organizing will be done. According to Tayag and Tungpalan, the following are some factors which may be considered in area selection: Depressed areas and the presence of low-income groups The presence of development agencies and other support institutions providing assistance to the area Willingness of local groups to link up with organizing programs Stable peace and order situation Accessibility Phases/Steps of Community Organization Process Group Selection In the process, the worker will also choose the group of people she or he will be working within the community organizing. The workers should consider some factors when choosing a group of people. These factors are the following: Geographical location Dialect Population: Number of target individuals, families, households Level of organization (organized vs. unorganized) Sectoral groupings: women, youth, farmers, fishers, etc Heterogeneous vs. homogeneous membership Basis for organizing: common problems and expressed needs Phases/Steps of Community Organization Process Methods for Social Preparation: Consultations Contact Building Mapping Action Planning Phases/Steps of Community Organization Process B. ENTRY INTO THE COMMUNITY It is the process where the Community Organizer officially enters the community. This phase marks the beginning of the relationship of the community to the worker. Entry into the community entails one or a combination of the following channels: Through the local government: Provincial, Municipal, Barangay Through one or more development agencies that provide services to the area (GO/NGO, local/national) Through local organizations Through individuals or personal contacts Phases/Steps of Community Organization Process Methods for Community Entry: Meeting with local officials Consultations with local groups and agencies Attendance in a barangay assembly House-to-house visits to key leaders Formal launching of the program Phases/Steps of Community Organization Process Pointers that may be helpful for a worker in facilitating community entry are the following: Establish the credibility of the agency and the organizer. Clarify or explain the program objectives and scope, especially to key people. Emphasize the importance of cooperation, local participation, and unity in attaining common goals. Do not create high expectations or give promises which cannot be met by the program. C. INTEGRATION WITH THE PEOPLE The Social worker, as the organizer, must be able to understand and emphasize the community conditions. Mutual trust and good rapport are built upon shared experience between the client and the worker. Methods of Community Integration: House-to-house visits Living with selected families, preferably with key leaders Informal discussions with individuals or groups Sharing/Participation in household and community activities Attendance in social gatherings Assistance in actual production work (farming, fishing, etc.) Phases/Steps of Community Organization Process In establishing good rapport with the community: Be one with them Establish good interpersonal relationships. Do not antagonize people. Keep a low profile. Be humble. Remember that your foremost is to assist in developing leaders. Be sensitive to how your presence affects the community and the people you deal with. Socialize and be friendly. Be punctual in your appointments. Be respectable. Avoid situations where you may be misunderstood or forced to do something inconsistent with your role or appropriate image. Say no politely. Practice what you preach D. SOCIAL INVESTIGATION/ COMMUNITY STUDY What is Social Analysis? It is the gathering, systematization, and interpretation of important information about the community. This will become the basis for identifying and patronizing needs and problems, as well as determining appropriate methods and strategies for organizing work. This will also help to determine the factors that facilitate or hinder change in the community. INITIAL PROBLEM- SOLVING PLANNING WITH AD HOC COMMITTEES What is Ad hoc committee? A temporary group of people who are brought together to perform a specific task or solve a problem. Executive leaders appoint this temporary committee and once the task is done, the committee is automatically dissolved. Phases/Steps of Community Organization Process EXAMPLE: The Defeat COVID-19 Ad Hoc Committee This is the committee created by the House of Representatives in the Philippines on March 24, 2020. The committee's primary focus is addressing issues about the government's proper response to the novel coronavirus (COVID-19). In the early stages of the pandemic, the committee coordinated efforts such as implementing travel restrictions, organizing community quarantines, and monitoring public health measures. These actions were crucial in managing the spread of the virus, and ad hoc committees were formed to oversee the COVID-19 Response process. EXAMPLE: Disaster Response Ad Hoc Committee In response to Typhoon Egay on July 25, 2023, our NGO created an ad hoc committee called Agapay. The committee was tasked with organizing the distribution of relief goods and other necessities to the affected families. The committee worked to coordinate logistics, ensure the timely delivery of aid, and communicate with local officials to assess the needs of the community. Since this was a temporary committee formed for a specific purpose, Agapay was dissolved after the completion of its relief efforts following Typhoon Egay. Why do you need an Ad hoc committee? The process of organizing a group of people to perform specific tasks makes it easier to achieve goals and objectives since the work is done in a more organized manner, using the combined knowledge, skills, and resources of those people working for the community's different concerns and needs. Phases/Steps of Community Organization Process INITIAL PROBLEM-SOLVING PLANNING To have effective initial problem-solving planning, a systematic approach is required to address a specific issue or task within the community. This process includes identifying the need, formulating possible solutions, and creating a timeline with clear deadlines for implementation. In the case of Disaster Response Ad Hoc Committee: 1. Identify the Problem The problem was clear that Typhoon Egay and Typhoon Falcon had affected many families, and immediate relief was needed. The community needed immediate assistance in distributing relief goods and other necessities. 2. Form the Ad Hoc Committee The NGO formed the Agapay Committee, selecting members with enough expertise in logistics, relief operations, and community coordination. The members could make quick decisions and get resources. 3. Develop a Plan On July 26, 2023, the Agapay Committee had a meeting with its volunteers to discuss the action plan and its objectives. They assessed the needs with local officials such as Sangguniang Kabataan Chairman and Barangay Captain to identify the number of families affected. And set a clear deadline for the gathering of resources such as in- kind and monetary donations, and distribution of relief goods. In the case of Disaster Response Ad Hoc Committee: 4. Gather Resources/Information On July 27, 2023, the Agapay Committee gathered donations from social media and worked closely with the local officials to assess how many families should be given immediate assistance. 5. Implement the Solution On July 31, 2023, the Agapay Committee began executing the plan by giving relief goods to the affected areas. 6. Dissolve the Committee After the relief operations were completed, the committee members submitted reports summarizing the relief efforts and their outcomes. These reports highlight the total of donations received, the number of relief packs distributed, the number of families assisted, and any challenges encountered during the process. Once the relief efforts were reviewed and the reports finalized, the Agapay Committee was dissolved, as it had successfully fulfilled its purpose. F. CORE GROUP FORMATION In the community, there are potential leaders. Among the potential leaders, a core group for community organizing can be formed. Usually, members in your core group are the ones who have already internalized the need for the people to be united. Phases/Steps of Community Organization Process What is the importance of Core Group? As the term "core" implies, the core group becomes the central body for decision-making within the organization. The organizer consistently consults with the core group on all significant matters, ensuring that decisions are based on what everyone in the core group thinks and wants. Social Preparation/Pre-Entry An opportunity for the Community Organizer (CO) to know and understand the community so that the CO will make the proper preparations for a better working relationship with the people. 2. Entry into the Community The beginning step in entering the community. The community organizer establishes a relationship based on mutual trust and respect. 3. Integration with the People Allows the community organizers to know and understand better the people in the selected community, their norms, culture and tradition, livelihood, and predicament among others. Phases/Steps of Community Organization Process 4. Social Investigation/ Community Study This stage revolves around the people's lives, experiences, and aspirations. The people in this stage should play the leading role. Initial Problem-solving Planning With Ad Hoc Committees 5. Identify and analyze the problems in the community. This step also includes the formulation of possible solutions based on the identified need. Core Group Formation 6. Among the potential leaders, a core group for organizing is formed.
