Tribunals are quasi-judicial bodies Constitutional Recognition: In 1976, Articles 323A and 323B were inserted in the Constitution of India through the 42nd Amendment. Article 323A: Empowered Parliament to constitute administrative Tribunals (both at central and state level) for adjudication of matters related to recruitment and conditions of service of public servants. Article 323B: Specified certain subjects (such as taxation and land reforms) for which Parliament or state legislatures may constitute tribunals by enacting a law. Appeals: Appeals from tribunals usually lie with the concerned High Court. The Government announces the MSP at the start of each cropping season (Rabi and Kharif). The CACP considers three types of production costs: ○ A2 covers direct costs incurred by farmers, including expenses on seeds, fertilisers, pesticides, labour, and more. ○ A2+FL includes A2 costs and the value of unpaid family labour. ○ C2 is a more comprehensive cost that also considers rentals and forgone interest on owned land and capital assets, on top of A2+FL. Government calculates MSP ~ 1.5 times A2 + FL. The Swaminathan Formula calculates MSPs ~ comprehensive costs of production including input costs such as seeds, fertilisers, machinery, labour, and other expenses.
