PURPOSE: The purpose of this procedure is to define the critical information that needs to be announced upon arrival of a Clearwater Fire & Rescue (CFR) unit when responding to structure fires, reported structure fires, unconfirmed structure fires, and fire alarms. This will provide a consistent and structured method for delivering initial incident information to all responding units. 625.1 Size-up Report A. A radio size-up will be delivered by the first arriving CFR unit when arriving at structure fires, reported structure fires, unconfirmed structure fires, and fire alarms. B. If the first arriving unit is not an engine company, then the first arriving engine company will need to announce their water supply/layout information to all responding units. 625.2 Radio Size-up Report Information 1. Correct address if different from the dispatched address 2. Announce the number of floors 3. Announce type of occupancy 4. Announce conditions found/pertinent information 5. Announce water supply/layout information 6. Announce current mode of attack 625.3 Correct address if different from the dispatched address Announce the correct address of the incident if the address of the call is not where the unit was initially been dispatched to. This announcement will enable all other responding units to make adjustments to running routes and tactical positions. SUBJECT: Radio Incident Scene EFFECTIVE DATE: 01/24/11 S.O.P. 625 Size-up Report for Structure Fires REVISION DATE: 06/08/20 CATEGORY: Operations SUBCATEGORY: Suppression PAGE 2 OF 2 625.4 Announce number of floors Announce the number of floors in the structure. In high rise incidents, if you do not know the correct number of floors, a statement of multi-story high rise structure will cover this announcement until the correct number of floors can be confirmed. 625.5 Announce type of occupancy Announce the type of occupancy that is found upon arrival, for example single-family dwelling, garden apartment, townhouse, commercial structure, strip shopping center, etc. This information will inform responding units of what type of structure they are responding to for them to decide what procedures or tactics might be deployed. 625.6 Announce conditions found/pertinent information Announce the conditions found on the arrival of the CFR unit, for example: smoke showing or fire showing and from where; nothing showing, and other pertinent information about the scene. Pertinent information would include any unique building construction that could affect tactics or strategy of the incident (i.e., lightweight construction or bowstring truss). This information is painting the conditions found for all responding units. 625.7 Announce water supply/layout information Announce to all responding units the first engines water supply information. This information will identify for all responding units if you have your hydrant or where you have laid out your supply line from, and what type of lay you are doing, such as a forward lay, reverse lay or split lay. If required, also announce if your unit has the standpipe/sprinkler connections covered. 625.8 Announce the current mode of attack Announce the current mode of attack for the incident. There are three types of modes that the Clearwater Fire & Rescue will operate in during the initial stages of the incident. These modes are OFFENSIVE, DEFENSIVE, and INVESTIGATING. This statement will identify to all responding units the current mode of attack; any change in this mode MUST be announced over the radio. 625.9 Radio report example “Engine 51 is on the scene at 100 Main Street. We have a single-story residential structure with fire showing from two windows on the alpha side. E51 will be in the offensive mode.” 625.10 Other size-up reports Radio size-up reports for other incidents such as vehicle accidents, gas leaks, or hazardous materials calls are addressed in the Typical Expectations SOP 614.
