PAY CATEGORIES AND DISCREPANCIES POLICY: It is the policy of the Omaha Police Department (OPD) to establish pay categories and procedures that employees will follow to seek resolution of pay and/or timekeeping discrepancies. PROCEDURE: I. Pay Schedule A. City of Omaha paydays are...
PAY CATEGORIES AND DISCREPANCIES POLICY: It is the policy of the Omaha Police Department (OPD) to establish pay categories and procedures that employees will follow to seek resolution of pay and/or timekeeping discrepancies. PROCEDURE: I. Pay Schedule A. City of Omaha paydays are biweekly on Fridays. B. If a scheduled payday falls on a banking holiday, the payday will then be the regular work day preceding the holiday. II. Pay Categories A. In accordance with the Collective Bargaining Agreements (CBA), sworn employees shall receive Specialty Pay, Premium Pay, Uniform Pay, Card Pay, and/or Shift Differential Pay when they are working specific assignments, have been appointed to a specialized team, or have specialized training. B. If an employee is reassigned to a different unit or squad that does not include the types of pay below, (Administrative Leave, Administrative Reassignment, Critical Incident Review Administrative Leave, Limited Duty, etc.), these pay categories shall be deactivated, until the employee returns to the unit. See the OPD “Leave Procedures,” “Temporary Limited Duty,” and “Medical Services – Injury on Duty – Sworn and Non-Sworn” policies for details. NOTE: Some exceptions may apply. (For example, as long as a canine officer has an OPD assigned canine, they shall continue to receive Canine Pay unless the dog is boarded.) C. Types of Pay Categories: 1. Specialty Pay: Shall be earned by a sworn employee working in an investigative role. These roles are limited to: a. Criminal Investigations Bureau Units. b. Backgrounds/Inspections Unit. c. Crash Investigations and Prevention Squad. d. Internal Affairs Unit. e. Mobile IT. f. Digital Forensics Squad. 2. Premium Pay for Sworn Employees: a. Bomb Pay: Shall be earned by anyone who is a certified Bomb Technician through the Federal Bureau of Investigation (FBI). b. Canine Pay: Shall be earned by anyone assigned a Canine. 1 c. Clan Lab Pay: Shall be earned by anyone assigned to the Clan Lab team. d. ERU Pay: Shall be earned by anyone assigned to the SWAT Team, Hostage Negotiators assigned to the Hostage Negotiation Team, and the assigned ERU Administrative Officer. e. FTO Pay: Shall be earned by anyone who is assigned to the Field Training Officer (FTO) Team. f. Helicopter Pay: Shall be earned by anyone assigned to the Air Support Unit. g. Motorcycle Pay: Shall be earned by anyone in the Traffic Unit who has passed the motorcycle training course. h. OIIT Pay: Shall be earned by anyone assigned to the Officer Involved Investigations Team (OIIT). i. Training Pay: Shall be earned by anyone assigned to the Training Unit. 3. Card Pay: Shall be earned by any sworn employee assigned to a Card Schedule, an Air Support schedule, or the Priority Response (PR) Schedule. 4. Uniform Pay: Shall be earned by any sworn employee working in a unit where the Standard Duty Uniform (See definition in "Uniforms PPM") is not required. These roles are limited to: a. Chief of Police. b. Deputy Chiefs. c. Criminal Investigations Bureau Units. d. Professional Oversight Bureau Units. e. Training & Community Services Section Captain. f. Support Services Section Captain. g. Digital Forensics Squad. h. Backgrounds/Inspections Unit. i. Behavioral Health and Wellness Unit. j. Public Information Office. 5. Shift Differential Pay: Shall be earned by sworn and non-sworn employees permanently assigned to work A or C shifts. It shall not be activated or deactivated for brief shift adjustments, only if the employee is permanently assigned to A or C Shift. III. Pay or Timekeeping Discrepancies A. When an employee finds what they believe to be an error in timekeeping, deductions, leave time, etc., the procedure will be as follows: 2 1. The employee will review their time with the timekeeper responsible for their time entry in Workforce. 2. If they cannot resolve the error, the employee will then contact the OPD Police Personnel Unit (PPU) in writing. 3. The written communication will include the following information: a. Facts of the situation; b. Alleged discrepancies; - AND - c. A copy of the “Online Payroll Advice” (found on the City Finance Online (i.e. e- Finance) website). 2. Employees must bring discrepancies to their Timekeeper’s attention within four (4) weeks from the date for which the change is requested. REFERENCES: I. Previous OPD Orders A.
