The fire department, on the other hand, must recognize the use of elevators as a necessary evil: something to be avoided where possible, but used when necessary. Take precautions to lessen the risk in the event that the unforeseen takes place. Some departments ban the use of elevators by fire forces altogether. That is acceptable in shorter high-rises. The highest I have walked is 32 stories in buildings where all of the elevators were out of service. That was after climbing up and then down eight flights in an exposed building, entering the second building, forcing a number of doors and engaging in some serious firefighting on lower floors.
